Phew, now I wish I had access to our old forum, there was a great thread for RP beginners...
I think at first you decide in what RP you wanna join. Then you decide for a character you'd like to play, someone who naturally fits into the scenario. No Mary Sues... (http://en.wikipedia.org/wiki/Mary_Sue)
Then you write down all the properties your character has - looks, skills, personality, something about his/her past... all that stuff that makes the character a "person". Look at what Dova has done already, it's a good example.
And then you just start - write posts in reply to other players, let your character react to theirs or the storyline - or come up with some storyideas on your own if you want to.
Important: No godmodding, meaning you can't impact other characters without their players consent. So - you can hit another character, but the player decides if his character is knocked out or just dodges the blow. And especially no killing off other characters...
And always differentiate between the character and the player - some characters can be real a$$holes sometimes

Kiyevanie pretty much hit all the main points.
I'll say just use common sense when making a character bio and making an RP post with that character. It's just like playing a role playing video game except you come up with the backstory for your character.
